                    [post_content] => OTRANTO, Oct. 3 - Two hundreds kilograms of marijuana were found Tuesday by the Italian police in two speedboats that had crossed the Adriatic Sea from Albania to Otranto, Italy. It is believed they had left the seaside in Vlora and Fieri when they were noticed by the Italian Guardia di Finanza. It is also believed the two speedboats were driven by five persons who fled after abandoning the boats. Three days ago the Guardia di Finanza managed to stop a speedboat with nine people on board, trying to illegally cross the sea. It had left the Vlora shore at Karaburun.  The speedboat owner, a 42-year old man, was taken to Italian police.

                    [post_content] => TIRANA, Oct. 2 - A former official of the interior ministry accused government authorities, and precisely Interior Minister Sokol Olldashi, of producing up to 1.4 million false personal certificates lacking the proper security elements. Saimir Lacei said that he was witness to such an activities, accusing Olldashi directly for such a scandal. Lacei said that he was fired from the post after he had denounced these activities at such a high official level in the government.
That was immediately exploited by the opposition, accusing the government of trying to manipulate the up-coming local government elections with many voters trying to use false documents such as these. Earlier this year opposition officials of the local government in Tirana denounced the act of using personal certificates from other districts for Tirana residents.
The reaction from the government authorities was that the certificates were legal and they were produced based on all legal procedures. Eduart Aliko of the Interior Ministry said that Lacei was fired because of continuous disciplinary mistakes. At the same time the ministry sued Lacei for such an offense.

                    [post_content] => STRASBOURG, France, Oct. 3 - Albania's Prime Minister Sali Berisha took part Tuesday and spoke at the Parliamentary Assembly of the Council of Europe. The Albanian premier made a favorable expose of the country's situation, paying special attention to the government's successes in establishing the rule of law by arresting many criminal groups and by stopping former monopolies. Berisha also presented his idea of Albania, 1 euro trying to attract the support of the European parliamentarians and investors from their countries. Berisha thanked the Council of Europe for helping to reform the former "totalitarian and kleptocratic" regime in Albania. With help from the Council of Europe, Albania has "embarked on meaningful reforms in the field of decentralization, education and other sectors, such as property reform and information technology," Berisha said. He also reported reduced corruption, a "zero tolerance" for organized crime, and a significant reduction in drug trafficking during the past year. Berisha encouraged ratification by national parliaments of the Stabilization and Association Agreement which was signed last June with the European Union.
Berisha paid special attention to an independent Kosova that, he said, would contribute to Serbia's stability adding that Belgrade's opposition to independence for the breakaway province was unrealistic. "Despite all the changes that have occurred in Belgrade since the fall of Slobodan Milosevic's regime, still the ghost of greater Serbia persists ... and a lack of realism still dominates Belgrade's stance toward Kosova," said Berisha. Albania has been the biggest supporter of Kosova's independence, leading to frosty relations with Serbia. Tirana has, however, always said it has no territorial claims and does not intend to change its border. "Rest assured, in Pristina they all hope to join Brussels. I have not found a single person there who wants to join Albania," Berisha said, alluding to the capital of Kosova and the seat of the European Union. "The only thing we can do is to abide by the will of these people who want to have an independent state integrated into Europe."
Ethnic Albanians insist they should not be under Belgrade's authority. Serbia, as well as the Serb minority in Kosova, say Kosova is the heart of Serbia's ancient homeland and should remain within its borders. The United Nations hopes to resolve Kosova's status by the end of the year, but talks have stalled with both sides unwilling to compromise on their demands. "I believe that the independence of Kosova would contribute to the stability of Serbia and marginalize its radical forces," Berisha said. "Due to the absence of realism ... the agreement between Pristina and Belgrade is elusive."

Moisiu said that politics have played a negative effect on the judiciary with its influence, reminiscent of the past, as he called them. He appealed to politics to keep hands away from the judiciary system and not collectivity blame that system, which Moisiu called "a negative effort to our democratic system." He appealed to the judges to take a look back and try to repair the mistakes or shortcomings noted in the system which is fundamental for the country's development. "The court system should not identify with special judges who abuse the law and constitutional status," he said. A sound judicial system is a key element that the country should try to improve along its integration efforts into the international institutions.

He added that because of that the population had left the country on their own will. The party said that such a stand shows that Athens and Tirana have should have an identical stand, and such a mistake of a statement would not help keep strong relations between the two countries. The party and the institute both denounced the statement saying that is not true. The party repeated that it will follow the same legal procedure to win back their rights in Greece. The Cam community claims Greek citizenship to be returned to them and rewin their properties in Greece.
