TiRANA, March 19 – One of the last decision former justices Minister Aldo Bumci did was lifting the death penalty in the military penal code. Since 1995 when Albania became a Council of Europe member it practically abolished the death penalty. But it still existed in the army’s penal code, though it ran counter to the European Convention on Protection of Human Rights. The people’s advocate, or ombudsman, had requested the army to lift it even formally, though there has been no execution since 12 years ago. On Wednesday the government decided to approve such a request, which is also to be passed by the parliament before it comes fully in power.
