Business legislation portal launched

TIRANA, Sept. 19 – Government launched on Monday a business legislation portal where it will publish draft laws in an effort to increase transparency with the business community.
Speaking at the launch ceremony, deputy Economy Minister Enno Bozdo said the business portal provides transparency and ensure better policy by having the civil society and business community have their say before legislation is approved.
All legal initiatives by the central administration which directly or indirectly affect the business community will be published in the www.rlb.gov.al website.
“Here you will find laws, government decisions, draft laws, draft government decisions, draft orders by ministers before they undergo official approval procedures,” said Bozdo. Business representatives can also comment on the legislation on-line, giving their remarks.
The launch of the portal came few days after Prime Minister Sali Berisha announced the establishment of a portal to increase transparency between the public administration and businesses. “It’s time we move to quickly establish the country’s official portal in which every businessmen, just like in a mirror, can follow the path of his document, monitor the way, stations and decisions which are taken on his document,” said Berisha. According to him, government still needs to facilitate business procedures despite progress with the opening of one-stop shops and 100 percent e-procurements.
The latest Global Competitiveness report published by the World Economic Forum placed access to financing and tax rates as the most problematic factors for doing business in Albania.
Some 19.2 percent of respondents placed access to financing as the most problematic factor for doing business. Second came tax rates with 12 percent of respondents followed by corruption with 10.2 percent of those surveyed. Tax regulations, inefficient government bureaucracy, inadequate supply of infrastructure and policy instability are other factors considered as problematic for doing business in Albania.
