TIRANA, May.28- Despite not receiving Presidential approval and facing continued criticism from Brussels, the government has not changed its mind about some of the most controversial laws that have made headlines in past months. Hence, the fines law as well as the internal audit law, will be returned to the parliament for approval virtually unchanged.
The fines law
The fines law, which raised an enormous debate from the business community as well as fierce opposition from the most powerful business associations in Albania, was returned without approval from President Moisiu as it infringed, in the opinion of the president, upon constitutional rights and freedoms.
According to Florion Mima and the deputy minister of integration, Albert Gajo, these laws will be introduced in parliament again with no changes. Reporting on a meeting they had in Brussels last week, the deputy ministers said that EU representatives praised governmental reforms on the tax and customs systems. The deputy ministers explained that some EU experts were surprised at the President’s deferral of these laws.
Internal Audit Law
The administration will also reintroduce without changes the internal audit law. Mima explained that the EU had misunderstood the law and offered technical assistance to make it clear that the projected law fulfills international standards and does not interfere with the High State Audit.
