TIRANA, July 26 – The Albanian parliament decided to postponed to September the discussion on the draft law on the secret police, SHISH.
The draft law has been an issue of contest not only between the governing Democrats and the main opposition Socialist party but also with the international community, or with NATO.
Albania is a NATO member since last year and it seems that the draft law amending some rights and other topics of the intelligence police has raised the concern of the alliance.
The draft law is in the process of approval since some months. Some months ago NATO secretary-general called Prime Minister Sali Berisha urging him not to pass the law.
It is not clear why or the people are not clear why NATO is concerned about that and why Berisha’s Democrats want to make such amendments to the SHISH organization.
The opposition is trying to politically exploit such an issue and opposes that saying that it could damage the strategic interests of the country and of the alliance.
No politician or lawmaker has come out to explain to the people why the draft law is so debatable.
That clearly shows the lack of transparency of the parliament, government, political parties, or, otherwise, the lack of understanding why these institutions should be transparent to the voters.
