Government has not changed National Civil Emergency Plan after the G쳤ec tragedy.

After the first anniversary of the G쳤ec tragedy, the press (Shekulli, 16.03.2009, p5) stresses that the government has not changed the National Civil Emergency Plan (NCEP) which was decided in 2004. The report of the United Nations Disaster Assessment and Coordination (UNDAC) mission in Albania shortly after the G쳤ec explosions calls for a modification of the NCEP and advises for better civil and military coordination training. Such a modification is required to reflect changes in legislation and administrative structures.
According to the estimations quoted by the UNDAC nearly 100,000 tons of obsolete or surplus ammunition remain a threat to civil populations and may cause infrastructure or ecological damage in approximately 26 sites. The majority of this obsolete or surplus ammunition is over-aged, more than 30 years old. It is estimated that only 9 % is younger than that. The cost of decommission of obsolete or unwanted ammunition was estimated at the time of the UNDAC mission at 50 million Euros.
