The salaries law, as well as other regulatory measures targeting business, have been the focus of a discussion between representatives of the IMF and Konfindustria. Albania Mission head, Istvan Szekely, has heard the opinions and complaints of the business association as well as a proposal legal packet that aims at a better working relationship between business and the government. The government has been accused of harassing business interests through enforcing fiscal measures that often contradict each other’s effects. The IMF’s Szekely has argued against the request for lowering taxes and the request for agricultural subsidies for the VAT. During this meeting, the IMF head has repeated his position against the implementation of the flat tax which would first hurt state revenues and then be enacted at what he calls the wrong time.
