TIRANA, May. 16 – The government has not fulfilled its obligation towards business for the reimbursement of the Value Added Tax (VAT), adding to the hostile relationship between the administration and businesses, created by the fines law and the increasing of the minimum wages. Data from the General Directory of Taxation show that only half of the reimbursements have been paid, with figures looming around 49 percent of the value. Comparisons with last year reveal that for the first half of 2006 the government reimbursed 631 million leks, this year the reimbursements have only amounted to 308 million. Claims of preferential treatment of business have worsened the controversy.
