TIRANA TIMES EDITORIAL There is a big and important difference between a foreign policy of 360 degrees- a comprehensive, strategic point of view that seeks to have an open collaborative approach to all partners with the aim of increasing potential benefits while respecting norms and a foreign policy that is all over the place- a scattered ad hoc array of hasty actions, improvisations and performances.
