TIRANA, Feb.27 – The National Authority of Competitiveness (NAC) in collaboration with GTZ presented the document on National Competitiveness Policy and the book “Issues of economic competitiveness.” Head of NAC, Lindita Milo(Lati) said that “the primary philosophy of NAC is to increase its own efficiency and promote free competitive markets, avoid anti free market phenomena and thus assist the nation’s stable economy and welfare.” She also explained that the document designed for the protection of competitiveness was not an issue on itself but had to be harmonized with all the policies take so far with the same objective in mind. “The document is a result of multiple consultations with the business community, public agencies and consumer representatives,” Milo added.
The document was presented by the Working Team and the main points were emphasized related to its objectives. The main pillars of this national policy related to legal implementation are: Abuse based on prior on dominant position, control and prevention of illegal cartels, trusts and mergers, predatory pricing, etc. the document identifies the most sensitive sectors related to competitiveness such as Telecommunication, energy and Financial Markets. The document does not exclude the regulation of other sectors as well form being investigated in case of breach of the competitiveness laws.
The National Authority of Competitiveness has worked for over one year for the document which was finally approved from the Competitiveness Commission at the end of last month. NAC has the exclusive power of designing and implementing national competitiveness regulations. The document presented is a short term manual for the action plan of NAC.
