High Justice Inspector says work focus will be preliminary release of criminals

TIRANA, Feb. 9 – Albania’ newly elected High Inspector of Justice Artur Metani said during his first press conference that courts have not been inspected for a long time and that a hard and voluminous work awaits inspectors, primarily related to the release of individuals convicted for serious offenses.  

He spoke, in addition, of the high expectations citizens have of the new justice reform institutions and their work.  

Metani called on the entire Albanian community of lawyers on Saturday to run as members in the structures of this new justice reform institution.

The High Inspectorate of Justice (ILD) is an independent institution tasked with overseeing the work of judges and prosecutors at all levels, the judicial administration and prosecution as well as the High Judicial Council and the High Prosecutorial Council.  

“The first ILD inspection will be thematic and relate to the early release of some convicts for serious offenses due to the high sensitivity of public opinion,” Metani said.

The 900 complaints that ILD has so far received are among the most diverse: criminal, civil, commercial and administrative matters that will reportedly be dealt with by Metani in due course, as preliminary parole of prisoners remains the institution’s current top concern.  

The ILD has also asked the Independent Qualification Commission (KPK) and the Special Appellate College (KPA), as well as the vetting bodies, to determine the violations previously committed by judges and prosecutors they have analyzed and to see if the complaints need further verification or investigation.
