Editorial: Challenges and questions as new government set to form

At the end of this month, Prime Minister Edi Rama will likely publish the list of people he is going to have in his new cabinet, the first in eight years in which the winning party does not need a coalition party to rule. Rama himself has indicated he wants a lean cabinet with fewer ministries. The questions that now remain relate to what ministries will be merged and how.
