TIRANA TIMES EDITORIAL There is a general prevailing consensus not just among the international community but also among key social and political stakeholders in Albania that the Electoral Reform should be done as well as possible and certainly before any other electoral process takes place. One thing is crucial to understand: this reform is not needed because the German Bundestag has it as its first condition for the opening of accession negotiations, not because Brussels has it inside the political conditionality.
