Partial local elections held, not completely

TIRANA, Aug. 1 – Election authorities said that partial local elections were held last Sunday in nine communes in the country.
They could not be held at the northern commune of Shllak and Pishaj, allegedly due to the political contest of the two opposing political groupings.
Elections were held in most of the nine communes following irregularities during the May 8 voting. At one of them they were not held even in May 8.
Commune leaders are expected to come out after the voting in Zall Dardh묠Pap첬 Shal묠Armen, Kolsh, Finiq, Skrapar.
It is learnt that results have been four to four, with one result still to be counted.
The Central Election Commission was assisted by the Defense Ministry with helicopters to distribute the documentation and other infrastructure materials to the remote communes.
Police on Monday arrested five persons at the commune were voting could not be held accusing them of creating obstacles for holding the voting process normally.
The election authorities hailed the police act adding they would do anything to stop such cases and prevent the people from casting their ballots.
The average turnout was 52-53 percent.
