TIRANA, Oct.24 – INSTAT said there has been a 3.7 percent rise in average salaries of the state sector in the second quarter of 2006. The average salary is approximately $281. The minimum salaries have also increased by an average of 1,000 leks compared to last year. Unemployment benefits remained same as last year.
