TIRANA, March 4- The law of legalizations will pass for the second time in the parliament because the majority seeks to make amendments to 22 articles. The changes are being opposed by the opposition and the Association of Land owners. Association representative M. Vorpsi said that the changes will deteriorate the situation while municipality’s deputy head Eduard Shalsi qualified the changes anti-constitutional since they seek to give ALUIZNI, the legalization agency, permission to grant construction permits. Deputy head of ALUIZNI, Ferdinand Shehu said that the changes are necessary because they correct the relationship with the local government which has been uncooperative so far. Majority member Kollozi also added that the local government has not enough capacities for this issue and the changes correct that. The opposition has opposed on grounds that the changes give too much competencies to the Agency. SP’s Pandeli Majko said that power can hold on to property manipulation any longer. “This was done by the communists in 1944 and cannot be possibly used by a right-wing government,” commented Majko.(Tirana Times Staff)
