TIRANA, Dec. 24 – The race to make operational Albania’s second international airport has taken an unexpected U-turn after investors that initiated its re-activation have surprisingly withdrawn and a new company with alleged ties to them has emerged as the sole bidder and is on track to get a 35-year concession pending successful contract negotiations.
