TIRANA, May 30 – As trade exchanges between neighboring Albania and Kosovo slowly progress and a new highway toll Albania has introduced is perceived as an extra barrier, Kosovo business representatives say the four joint government meetings that the two governments have held in the past four years have produced more media show than real substance.
