TIRANA, Jan. 18 – Albanians are expected to pay twice for crossing the Highway of Nation linking Albania to Kosovo, directly through the average €5 toll the concessionaire will collect and indirectly through taxpayer money in government subsidies for traffic guarantees in return for investment and maintenance for the next 30 years.
