TIRANA, Jan. 22 – Governing Democratic party parliamentarian Aleksander Biberaj was elected Monday to be vice president of the Parliamentary Assembly of the Council of Europe. Biberaj is head of the Albanian delegation to the Council. A week ago Biberaj was also elected vice president of the parliamentary group of the European People’s Parties at the Assembly.
