Council of Europe experts visit Tirana

TIRANA, Nov. 3 – Two experts from the Council of Europe made a two-day visited Tirana this week to meet top officials and other actors involved in the country’s proposed justice reform.

The Council of Europe has received three drafts proposals on the judicial reform in Albania. Instead of an ideal unified draft reform, the governing left-wing majority, the opposition Democratic Party and the junior governing coalition partner, the Socialist Movement for Integration, have each presented their own proposals.

The two experts met with President Bujar Nishani, Parliament Speaker Ilir Meta, Prime Minister Edi Rama, Constitutional Court Lead Judge Xhezair Zaganjori and the leaders of the parliamentary commission dealing with the reform – representing the governing Socialists and the opposition Democrats.

The deep reform in the judicial system is considered as key for Albania in its bid to start full membership negotiations with the European Union.

Justice has always been post-communist Albania’s Achilles’ heel, due to corruption, lack of professionalism and weak performance – all factors that have led to lack of public trust in the justice system.
