Editorial: Making the Electoral Reform work: the real pre- conditions

TIRANA TIMES EDITORIAL There is a general prevailing consensus not just among the international community but also among key social and political stakeholders in Albania that the Electoral Reform should be done as well as possible and certainly before any other electoral process takes place.
