More than fifteen years ago while taking about Europe and the Balkans the former EU Commissioner, Chris Patten gave one of the most eloquent philosophical depictions of the dynamics of change in the region: he said that in the Balkans, just as in the old English folk dance, it is often a case of two steps forward, one step back.
