Judicial reform awaits Venice Commission opinion

TIRANA, Oct. 19 – The head of a special parliamentary commission dealing with the judicial reform, Fatmir Xhafaj, has been invited to speak to the Council of Europe’s Venice Commission to explain two versions of a comprehensive bill on which Albania has sought international expertise and advice.

Albania’s judicial reform, which is of fundamental importance for the moment to Albania’s integration efforts into the European Union, has been at a heart of political debate for months.

Two drafts — one from the Socialist-led parliamentary commission and one from the opposition — have been sent to the Venice Commission, a group of European legal experts, to seek its recommendations.

Though the commission only has advisory powers, its recommendation will likely determine which draft is voted in parliament.

The draft prepared by the parliamentary commission has had the assistance of two international experts, one from the European Union and the other from the United States.

That final draft will make possible the implementation of the judicial reform, which aims to fight corruption and improve trust in the judiciary
