TIRANA, Feb.14- The legalization Agency ALUZINI is in full swing of its operations and within this mont will start the process of registration for the pilot zone marked in M컥z-Kashar. The habitats of this area have to deal directly with the agency while the rest will use the prefecture administration for assistance. All citizens who have built on their own land will have a much easier process and pay a symbolic fee of 3000 leks just for the services of the agency. Ownership transfer: All citizens who have built on land that they did not own, either state owned or privately held will have to wait for the continuation of the new local government. Thus the local elections have temporarily frozen this process. Citizens will have to pay all the fees clarified in the specific law that range between 100,000-400,000 leks. The land owners will be compensated according to the market value of the land. All this is expected to take place only after February 18.

Legalization permit: Head of ALUIZNI-t, Shaban Memia, explained that the permit is a document that can not be forged due to its multiple idnetificationa and safety elemnts. This include holograms and figures that can be seen only under ultraviolet rays. The document ha extensive information about the object such as localization, surface, neighboring limits, etc. all the data is being digitalized in order to be available online.

The process of updating and conforming claims and maps: Vice Director of Aluzini, Ferdinand Shehu explained that after the first step of receiving claim, the agency has conducted thorough field research in order to verify the data presented. They have complied maps and preliminary planimetrical projects. All the maps have been designed with digital techniques. Then the administration has prepared financial documentation as well as assessment reports. A full folder has been submitted to every citizen with all the documents required under clause 27 of the specific legislation.

ALUIZNI permissions to serve as loan collaterals: All citizens that receive full legal status of their property are free to enter the market in order to sell it or mortgage it in the bank. The property is a usual form of collateral to be accepted by banks. Head of Aluzini Shaban Memia made it clear that state institutions guarantee the legitimacy of the permissions. This will launch almost 4 billion euros worth of capital in the market, a sum that was frozen due to the unclear legal status of real estate. Memia expect that almost 80 percent of all the revenues generated form the process of legalization will be used to compensate the owners of the land where the buildings are built.
