MIE announces winning company of tender for engineering services for Kukà«s Airport

TIRANA, Feb. 10 – On Monday, the Ministry of Infrastructure and Energy announced the ‘IKN Construction Consulting Institute’ as the winner of the tender for the independent engineering services for the Kukà«s Airport, among three other competitors. The company’ s net worth was 941 million lek , despite the competition rules stating that the maximum fund limit was 175 million lek.

Four operating companies participated in the competition for the contract titled ‘Independent Engineering Services for the Implementation of the Concession / PPP Contract for the Rehabilitation, Operation and Transfer of Kukà«s Airport”. Aside from the winning company, competitors included the joint venture between ‘Geokonsult & CO sh.p.k.’, ‘A.SH.Engineering sh.p.k.’ and ‘Archispace sh.p.k.’ as well as the joint venture between ‘IMES-D sh.pk’. and ‘Geosat Group sh.p.k.’. Turkish company ‘Tà¼maŠŸ Tà¼rk Mà¼hendislik M༊Ÿavirlik ve Mà¼teahitlik Anonymous Company’ was also a participant in the tender competition as a joint venture with   ‘Infra – Plan sh.pk.’.  

As regards the bid evaluation process, the Ministry explained that companies which were unqualified did not meet certain criteria or did not have a staff equipped with the professional requirements as stated in the contract. Even though the Kukà«s Airport has already been granted as a concession, it has yet to meet the standards required by the Minister of Transport Regulation and as such, more investments are necessary.

Therefore, a number of tasks are assigned to the winning company, starting with the supervision of the contract for the implementation of the engineering services on behalf of the Ministry of Infrastructure and Energy, in addition to performing all the duties entrusted to it.   Moreover, the company must also design the monitoring program for the implementation of the project and the quality of construction based on standards set by law.
