TIRANA, Dec. 5 – Albanian President Alfred Moisiu awarded the Special Civil Merits medal to the U.S. lawyer Robert Utter for his assistance over the years to the Albanian law experts who have been trying to reform the country’s legislation, bringing it into accordance with international laws.
