TIRANA, Sept. 27 – Head f the Central Election Commission Clirim Gjata said Wednesday that the opposition Socialist Party had again not participated in a voting that would decide on the make up of the zone election commissions needed for the local government polls expected to be held sometime between Dec. 20 and Jan. 20. gjata said that the Socialist absence is blocking the process and a series of steps that need to be taken beforehand. Gjata said that despite many communication letters with the Socialist Party representatives their persons have never been at the meetings. Gjata said that formally they could continue without their presence but due to the recent political deal of the two main political groupings they are morally obliged to ask for their presence.
