UNDP report urges more capacity building

TIRANA, Nov. 23 – The theme of the Albanian National Human Development Report 2010, Capacity Development and EU Integration, comes at a timely moment as Albania makes further progress towards the European Union following two decades of transition to a market economy.
The report highlights and explores issues related to the critical economic, social and human development concerns in Albania today.
Key recommendations emerging from the report include; amongst others; the need for a more comprehensive understanding of and systems-wide approach to capacity development within the public administration and civil service if Albania is to meet not only the short-term policy priorities associated with EU integration, but also the longer-term economic and human development goals of the country.
In addition, there is a need to go beyond basic income and consumption poverty when confronting social inclusion, and address broader issues of discrimination, stigma, lack of access to basic services and lack of full participation in social life.
