A villager living in Floq, a commune of Klos, in the valley split by the river Devoll, took advantage of his position in a valley swept by wind and built himself a windmill. He was desperate to act due to power distribution shortages in his village. “I had the idea of building this small wind-powered central five years ago, at the time that our village had electric power only two hours a day” – says the villager, quoted by Agon (9.06.2009).
Floq, only 40 kilometers away from Elbasan, seems to be an ideal location for the fan blades of windmills, but Medi Hoxha suffered a long time before he managed to have the contraption brought to his home village. The windmill was bought in Spain, shipped to Greece, where it was held at the Albanian border until a spirited bureaucracy was was worn down tilting at Hoxa’s windmill.
Wishing to have electric power without interruption, Medi Hoxha is reported to have made a 18,000 Euros investment. His 5 kilowatt production center, and his 20 batteries which store a 6 day supply of electric power for his housing, can also supply electric power to two more residences. And, as Agon puts it, he has decided to “electrify” the homes of his two brothers’.
