Majority proposes watchdog to control State Audit’s budget

The Democratic Party lawmakers of the parliamentary Economy Committee have proposed the establishment of a structure to control the budget of independent institutions such as the Supreme State Audit.
The proposal came on Monday after SSA identified 7.3 billion Lek of abuses during controls carried out in 2009 in state institutions.
Asked if there was any anti-corruption structure monitoring the work of his inspectors, the head of the SSA, Robert Ceku said, “I totally agree that the SSA budget and the way it is spent should be controlled. This should also be valid for other independent institutions as happens in different countries around the world.”
However, Ceku said that apart from the Albanian parliament, the Supreme State Audit was also controlled by SIGMA, an international institution based in Brussels.
Speaking of the bonus abuses, the SSA head said that there should be review of the law so that superiors will not be able to make a subjective assessment of their subordinates.
