Complaints from businesses on procurement procedures double in 2009

Complaints on procurement procedures from businesses in the country have been doubled during 2009 year-on-year, the local newspaper Gazeta Shqip reported.
According to a report from the Albanian Public Procurement Agency the majority of complaints are related to violation of terms and of fund limits. In 2009, 1100 complaints have been submitted, of which 498 complaints were for failing to comply with appeal procedures, and/or submission which was not in accordance with the standard forms.
Fines and measures against the responsible persons have been adopted in approximately 50 percent of cases from the Agency.
Throughout 2009, the Agency has published over 7500 tenders, with only half of them finishing with the selection of winners.
