TIRANA TIMES

TIRANA, June 1 – Changes will soon be made to improve the systems of social security and public health insurance, officials said in a recent conference organized by the American Chamber of Commerce in Albania.
Labor relations between employees and employers in Albania often face problems that stem from inadequate implementation of social and health insurance system requirements, according to experts, and these concerns were at the heart the Conference on Employers and Employees Facing the Social and Health Insurance System.
The conference had the participation of three institutions that play a key role in labor relations, the Ministry of Labor, the Social Insurance Institute and the Institute of Insurance and Healthcare, notes AmCham’s monthly publication, The Advantage.
Senior representatives of these three institutions spoke in front of business representatives on how the system is being modernized and possible changes to the Labor Code that will mark a revolution in the relationship the system has with employees and employers, according
Albania continues to have a standard pension scheme that takes money from the current working generation to benefit the older generation, but the low level of those who currently pay into the system increases the risk of the system. On the other hand, although Albania has now approved a law on private pension systems, there are no significant developments in this area, and there is still a lot of work to be done to educate people on the need to use pension systems.
Elvana Hana, Kastriot Sulkaj and Sokol Hado were speakers at the conference, bringing the latest news from the social and health insurance system and problems that have surfaced so far, according to the AmCham publication.
There was a lot of interest on the implementation of the health care system, the format for the reimbursement of medicines, medical payments and other forms of family care that are being applied to employees to ensure an effective form of healthcare.
Hana explained that during the last five years authorities have been able to implement the family doctor system, and increase the salary of doctors to fight corruption in healthcare and to offer the system users efficient public services in the healthcare sector.
Hado spoke about the social insurance pension system, raising the problem of an unbalanced relationship between those who pay for and those who benefits from the system.
