Govt starts preparing for 2011 budget

TIRANA, July 26 – Finance Minister Ridvan Bode has issued an order obliging all state institutions to fill in their revenue and expenditure budget forms for the next three years.
The ordinance said the forms should be submitted within August 31, 2010 to allow the government approve the 2011 budget by next September.
The ministry’s order comes soon after the 2010 budget was reviewed with spending cut by 25 percent in an effort to preserve the country’s high public debt rate, currently and 59.5 percent of the GDP and lower budget deficit to 3.1 percent.
The Finance Ministry has told institutions to be careful with the drafting of their budgets for 2011, asking details on staff expenditure and revenue forecasts and warning of fines for institutions which fail to meet submission deadlines.
The 2011 budget will start being drafted next September, when a working group is expected to be set up to discuss the budget with institutions.
Speaking on Wednesday’s government meeting, Prime Minister Sali Berisha said the new budget would continue focusing on the social dimension.
“The increase of wages and pensions will still be on the agenda of this government,” said Berisha.
