TIRANA, May 19 – An appalling foster care scandal involving physical, psychological and sexual abuse of minors has been uncovered by authorities in the northern city of Shkodra following an inquiry by the Ombudsman.
The report contained shocking episodes of abuse with minors by caregivers at the children’s home.
Children, between the ages of six and fourteen were beaten with sticks or leg chairs, while Roma children were also subjected to flagrant discrimination.
Underage girls, as young as ten, were forced to do the janitor and clean the entire building.
The report also exposed the sexual abuse of three girls under fourteen due to the negligence of the children’s home staff.
The children were also told to keep their mouths shut regarding the constant ill-treatment following an inspection at the center.
Prosecutors ordered the arrest of five caretakers at the children’s home, including its former director, an order which was subsequently executed by police.
All five face charges of abuse of office and child mistreatment.
The Minister of Social Welfare Blendi Klosi condemned the episode and urged municipalities to provide safe and appropriate foster care.
The country’s foster care system has been rocked by similar scandals over the last couple of years.
About a month ago, a caregiver was arrested for beating a three-year old child at the children’s home in Durres.
Last year, children were mistreated by their caregivers in another foster care institution in Shkodra, which also led to the arrest of institution staff.
