TIRANA, Jan. 28 – The People’s Advocate delivered a report to Gazmend Dibra, the new head of the Prison Department, detailing conditions in the country’s detention facilities.
The main problem noted in the report continues to be the overcrowding of such facilities, poor hygiene, and the detention of minors and mentally ill people in the same cells with other detainees. By the end of 2007 there were 4,554 people being held in pre-trial detention centers and prisons, though the maximum capacity in these facilities is only 3,616, according to the report.
