TIRANA – Baroness Hayman, the speaker of the House of Lords, addressed the Albanian parliament at a special plenary session Monday to emphasize the close links between the parliaments of Albania and the United Kingdom.
In her speech, she stressed the parliament’s central role in a democratic state — that being a member of parliament is both “a privilege and a responsibility,” and that perhaps paramount amongst these responsibilities is that of holding the government to account “through questions, debate, and scrutiny of both policies and legislative proposals.”
Baroness Hayman emphasized the importance of close and constructive cross-party cooperation, highlighting that listening with respect to the views of others and acceptance of majority decisions is vital when the debate is finally over.
