Will political feud lead to lower diplomatic representation at the Vatican?

TIRANA, May 29 – Foreign Minister Ditmir Bushati has decided that Ardian Ndreca, the man Albanian President Bujar Nishani rejected as the government’s nominee for Albanian ambassador to the Vatican, is to become Albania’s charg顤’affaires to the city state.
It is an unprecedented move that essentially lowers Albania’s representation at the Vatican, causing an international diplomatic problem due to a domestic political conflict, foreign affairs experts say.
Usually charg顤’affaires are already in the country when the ambassador leaves, they are not sent to another state unless one means to send a message of displeasure to the host country by degrading diplomatic representation by not having an ambassador, experts say.
In fact, Ndreca is yet to start working in the post because the Vatican is yet to agree to the Albanian proposal as all host countries have a right to do.
In pushing for Ndreca’s appointment to head the diplomatic post, the government is trying to push past the president, which holds legal powers to approve all ambassadors before they are sent to other countries.
Nishani, a former high official of the Democratic Party, is in open conflict with the Socialist-led government over a series of issues and since he hold veto power over ambassadors, he has been exercising it regularly with many of the nominees the Socialist-led government. President Nishani has expressed concern over the quality over the quality of the candidates and their political affiliation, with many having no diplomatic experience.
However, Ndreca’s rejection in particular was no suprise at all since he had insulted the president in the press, calling him “a moral cripple.” Nishani has some mobility issues due to health problems he suffered in the past.
The president insist that he should be part of the consultation process before the government sends him nomination, but it remains to be seen when the conflict will end, as many ambassador posts remain open and waiting for approved nominations.
