TIRANA, Feb. 12 – Clirim Gjata, head of the Central Election Commission, who was re-elected last week to the post for another term, warned Sunday that the electoral process was greatly inhibited by the creation of the election commissions around the country. Gjata complained that political parties had either not sent their members in the commissions or were frequently changing them, thus making it impossible for central authorities to process. The CEC normally holds training for all local commissions.
