TIRANA, March.20 – During the cold season the residential sector of the energy consumers are the main category that is responsible for energy waste. Almost 25 percent of the energy gets lost given the lack of thermo-isolation, a requirement not all builders take into account when building a new residential complex. The legal Code of Energy requires new residential houses to have central heating. The en masse use of energy for heating purposes is one of the main structural problems which translate always into e pejorative feature of the power crisis. Other countries have solved this problem with central heating systems powered by fuel and not electricity. 65 percent of the energy is consumed by the residential sector for needs of heating and cooking. Cooking is another purpose that abroad is usually taken care by consumption of natural gas as a n alternative to expensive electricity.
KESH has just barely survived the cold season and the sever power crisis. Its former director Andi Beli was accused of mismanaging and the Prime Minister Berisha has taken some measures as giving out in concession small hydropower and thermo-power plants to invest in the future.
A Swiss American consortium will build in the city of Fier a gas-fuelled plant, an investment of around $ 2.3 billion. The director of the Albanian consortium partner, ASG Power’s Agm Gjinali is optimistic about the progress so far and explains that the funds have been already procured for what he calls “a complete energy park.”
