TIRANA, July 23 – Outgoing President Alfred Moisiu held a ceremony Monday after issuing his final presidential decrees, this time to raise the military grade for five generals, including Arjan Zaimi, a canddiate for the post of president proposed by the opposition when they held talks with governing coalition.
The five generals also honored Moisiu, presenting a medal of merit to the president.
Moisiu has long belonged to the army, though as a civilian. He has been a defense minister and head of an association helping the country move closer to NATO membership.
