TIRANA, Oct. 24 – Tirana mayor, Edi Rama, presented on Wednesday to the Association of Constructionists the new local administration structure that will act as the inspectorate for buildings. This structure according to Rama will immediately start by addressing the imminent problematic region west of Unaza e re. During this meeting Rama criticized sharply the construction permits granted by the commune of Kashar, from where the inert waste is flowing towards the city. The area between Kombinat, Misto Mame and Unaza e Re is turning into a new ghetto with improper living conditions that is just bordering the territory under the jurisdiction of the municipality. With the new capacity of the local administration to control construction new conflicts are expected between the municipality and the mini structures headed by right wing figures. Previously the municipal police was under the authority of the Ministry of Internal Affairs and has serious clashes with the municipality, Zogu I Zi being one of the most televised issues. Now the municipality has authority over the police and will run serious check ups in the problematic areas starting with the one designed by Rama. This will lead to penalties for the construction firm currently engaged in the area. Rama has promised to use this new structure in order to protect the public spaces of the capital and has named the head of the inspectorate to be Afrim Qendro, the former head of the Greenery department at the municipality. The inspectorate was allocated this authority two months ago and will be active not only in controlling the construction sites but also the materials they work with such as the quality of cement.
