TIRANA, Nov. 13- In the midst of a difficult time as it struggles with a dual energy and financial crisis, the Albanian Electro-energy Corporation, KESH, held its annual tender for the purchase of energy for the period December 2007- December 2008. The required amount of energy needed is 2.45 billion kilowatt/hour to maintain necessary production conditions. The tender participants included eight companies. The bids received have varied from 63 to 92.6 euro per megawatt/hour, while the average price that KESH has asked has been 90 euro. This price, despite being higher than one year ago, is consistent with charges throughout the region as both Kosovo and Montenegro have purchased at this price. It will take two weeks for the Offers Evaluation Commission to review the bids and announce the final winners.
The corporation currently does not possess the required funds to complete the purchase but is hoping for government funds to assist in the tender.
Tender
The energy tender has been organized in five slots for a total amount of 2.45 billion kilowatt/ hours. For the first slot, which corresponds to December of this year, KESH has asked for 235million kilowatt/hours at the price of 89.9 euro per megawatt. The offer from the companies has been 210 million at 89.74 euro. The second slot that corresponds to January-March 2008 has had a KESH demand of 895 million kilowatt/hours for a price of 94.65 euro. The companies have offered 828 million kilowatt/hour for 88.83 euro per megawatt. For the second quarter of the following year KESH has asked for 436 million kilowatt/hour at an average price of 80.69 euro, because during this period purchasing energy is cheaper. The offer has been for 852 million kilowatt/hour at a price of 70.9 euro per mega. The following two slots have been for an equal amount of 441 million kilowatt/hours each at two separate prices of 90.56 and 92.83 euro per mega. The offered amount has been 793 and 927 million kilowatt/hour at an average price of 87 and 82.5 euro per mega.
Serbian company has best prices
The Serbian company Rudnap’s bid has provided the best offers in price, despite not being able to procure the total amount of energy required. In every concrete slot, Rudnap has given low prices compared to the other companies. For the first slot, the Serbs have given the price of 67.94 euro while the average price of all other companies was around 89.74. For the second slot, Rudnap offered energy at the price of 85.93euro per mega, when the average was 88.83euro. For the second quarter as well, Rudnap has presented the attractive price of 68.83 euro, while the average was 70.93 euro. The same trend has been repeated for the second part of the year, with prices offered by the Serbs to be better than those from the Swiss companies 3 EFT, EGL and ATEL
