TIRANA, Jan.29-The increase of salaries for all qualified staff of the civil service under the institutions of the PM, the cabinet, the president, the Parliament and the CEC will be effective from January 2008, though the decision has been taken in July last year. The measure is part of a ‘brain gain’ program and aims at attracting new human resources which have high academic degrees into the administration.
