TIRANA, Jan. 23 – The Parliamentary Assembly of the Council of Europe passed Tuesday a resolution on Kosovo which was voted almost unanimously with 115 votes and only 11 against and 5 abstentions. But the approval votes did not have those from the Albanian members who were missing in the vote and the debate on Kosovo.
Local media reported opposition Socialist lawmaker Taulant Balla blamed Parliament Speaker Jozefina Topalli for the absence.
Many questions remain about why the Albanian MPs were missing from the discussion and vote.
