Business forum with the State Export Control Authority

TIRANA, April 14 – Legislative approximation with EU and the war on terror has made it possible for Albania to have the State Export Control Authority. This agency controls specifically exports on military goods and dual use goods and technologies. The law regulating the activity of this institution has a very wide range and has included in the “dual use” term a great variety of products. What makes the situation even more difficult is the fact that while in Europe these entities make a detailed control for exports, in Albania are also included the imports, making it very difficult for a number of businesses to be stranded for days in the customs which hampers their business.
For more information on this process and the procedures that AmCham members need to follow to not be delayed in the customs, AmCham organized the Business Forum event with the head of State Exports Control Authority Erald Dervishi.
According to Dervishi, this procedure will last only six months and was deemed as the necessary period to inform business for the obligations it has to know the legislation and the cases that needs to be equipped with a license from this institution for the goods imported, also as the necessary time to create a database for all the most imported and exported goods, and all the businesses that import and or export them.
Meanwhile, the opinion of many businesses is that this law has created severe delays, increased financial costs and also this law is not in accordance with how it is applied in all the EU member countries. “This control of the so called dual use goods has created a super Customs and a strong barrier which is sinking Albania behind all the other countries in the region.”- said during the meeting Qirjako Kocollari, DHL Director in Albania.
From their part AmCham businesses were very interested to know how this control will function after June 2011 and what will be their obligations to be equipped with a license or a temporary permit.
