Energy Community hails new electricity law adoption

TIRANA, May 5 – The Vienna-based Energy Community Secretariat has welcomed the Albanian Parliament’s recent adoption of a Third Energy Package compliant electricity law as consolidating reforms taken so far in a neglected sector.

“The importance of the law goes far beyond formal compliance with EU legislation. It constitutes a decisive step forward on the long path of energy reforms in Albania for which it lays a solid foundation,” said Dirk Buschle, the Deputy Director of the Energy Community Secretariat.

“We have worked very closely together with the Albanian authorities on this law from the very first draft. I am particularly grateful for having cooperated with capable and responsible partners in the government and the Parliament, and congratulate them on their leadership,” he added.

Albania is the second country to have transposed the requirements of the Third Package in the electricity sector among the Energy Community Contracting Parties.

The Third Energy Package targets making the energy market fully effective and creating a single EU gas and electricity market in a bid to keep prices as low as possible and increase standards of service and security of supply.

The Treaty Reform, the Third Package, the new acquis and investments will be the four priorities of Albania’s rotating presidency of the Vienna-based Energy Community during 2015.

Albania’s medium term priorities in the area of energy comprise continuing to ensure proper implementation of action plans in relation to the electricity and gas sector and make further progress with implementation of the Albanian energy strategy, says the Energy Community.

“It also involves ensuring timely implementation of the various projects aimed at improving the infrastructure for electricity production, transmission and distribution, continuing to implement regional and international commitments in the energy field with a view to establishing a competitive regional energy market and improving the implementation of the energy efficiency law.”
