TIRANA, Jan.30- Minister of Economy, Genc Ruli, declared that prices for energy will increase by a minimum of 15 percent, though the poorest strata of the society who are not large consumers of energy will be excluded from this price rise. There will also be different tariffs applied to business. Ruli said that the energy regulatory entity should consider the privatization of the distribution unit of KESH, which will then operate according to market rules.
