TIRANA, March 20 – Prime Minister Sali Berisha said Tuesday at a cabinet meeting that identity cards, census, digital passports and the electronic register were the greatest priorities of the executive’s reforms. Berisha said that the international tender for the new IDs would be launched within the month of March. That would be followed for the digital passports later.
Since communism ended in 1990 in the Balkan country, its elections have consistently fallen short of international standards. The lack of a proper civil register has been a main cause of dispute with each opposing group accusing the other of trying to manipulate. That was also noted in the last local elections in February and the by-election in Shijak where the number of voters was a continuous contest from the political parties.
