TIRANA, Feb. 20 – A coalition of local observers considered the holding of local elections as generally normal, saying they did not note any big and serious incidents. They also said that the pre-election electoral process was too prolonged and not natural. There were some 2,000 local observers of eight nongovernmental organizations which covered practically the whole country alongside some 400 international observers. Despite the shortcomings, they said the Feb. 18 elections were a positive development of the efforts of the Albanian society in achieving full democratic standards.
